I think it means your speedometer is displaying double your actual speed. So you can go at a speed that the speedometer says is twice the speed limit, and you’ll actually be going at the speed limit.

Soldiers were ordered to surround the Parliament and prevent a vote to end martial law. Yet the soldiers who were at the Parliament refused to fire upon or physically stop the politicians.
Our foreign policy is very consistent. We dispose of leaders who do not bend over to our companies’s interests and replace them with ppl who will let our businesses trample over their citizens.
There are very few exceptions to this rule.
