I think you are confused about this it works. Steam absolutely does refunds after 2 hours of playtime, it’s just that if you have less than 2 hours it’s mostly automated and you don’t need a reason for the refund.

Still, that gives them the discretion to turn you down.
Better than no refunds?
I’m looking for something a bit more reasonable. GOG lets you do it within 30 days regardless of playtime I think.
