The Dev guide states pretty clearly it’s free to use with Nvidia gpus. https://developer.nvidia.com/downloads/nvidia-rtx-sdks-license-23jan2023pdf#:~:text=Further%2C the DLSS SDK and,DLSS SDK and NGX SDK.
