Venezuelans have an entire country to run for that money though. That takes some money.
They’ve also had decades of experience to back them up. They’re not just a newly spun-up agency who’s been given a multi-billion dollar budget.
That being said, South America in general has contended with CIA interference for decades. It’s not unreasonable to think they’ve grown wise to their playbook.
