AP’s title could be a bit better by specifying that Chicagoans are buying out all of the vendor’s stock.
“Buy him out boys.”
I immediately thought they were buying rights or a licence to a specific street or part of the street based on the title and replacing them with their own businesses.

Maybe they can be hired to cook for a block of homes in some neighborhood. Everyone gets fresh mex-american dinner.
