Where does one draw the line between spite, harassment, happenstance, and normal activities? If I followed a tradition that didn’t allow me to have dogs as pets, and someone chose to walk their dog down my street, by whose logic is it a hate crime? Never mind the fact that conventional wisdom is it must be a crime first before it can combine with other factors to become a hate crime.
