In my experiences, it’s Windows Update in the background causing the lag. Doing it’s shitfuckery things, planting it’s shitfuckery seeds, waiting for restart season to trigger the bloom…

Restart > GRUB auto boots to Linux.

Unless you get that one update that nukes GRUB so you gotta find a LiveCD.
Oh yeah, I’ve had that twice. Windows Update not fathoming anything but itself existing so just nukes the UEFI and installs itself as dictator.
