the metal bars installed within the stones, those are meant to protect the kids from falling specially if you live on non ground floor, some ground floor install them to prevent burglaries, but it’s mainly to protect kids from falling

Anyway those are meant to give privacy at night, shield from cold winter, block the light coming from windows when you sleep, and sometimes noise blocking at daylight.

Those shutters are neat. Usually when I see them they’re entirely for security purposes on businesses. Like these:
Or in some hurricane-prone (and wealthy) areas you might see them on houses:
But I’ve never seen them on apartment buildings before your post.
They’re standard on pretty much all houses in almost all of Europe afaik
