for state or local restrictions, they’ll just build elsewhere. as far as nationwide–very unlikely that anything happens. controlling congress don’t mean jack unless you also have the white house, or it’s a super majority that can tell an ‘uncooperative’ president ‘fuck you, we’re overriding your vetoes’.
At this point they don’t need to peel too many Republicans off to get 2/3rds. The big problem is any win they secure Trump will take credit for.
I would not be surprised if some Republicans in congress suddenly decide they don’t want to go off the cliff with Trump and stop doing everything he says.
