Inspired by the previous post of a very generous Lemmy user, here are some games that I have keys for that I will not use (from Humble bundles of years ago). I don’t really know how I will choose who gets them, I feel like just using upvotes kinda awards the more creative or charismatic people. I’ll probably use some sort of random generator, input on this is also very welcome!

I’m not in for the giveaway, I’m just supporting the random select suggestion since you mentioned the inherent problem with upvotes.
You can use something to randomly match users with a game. Maybe you can devise a way to use a random sample generator used to group people for randomized studies.
Already commented in the previous post, but I’d love to finish Minecraft: Story Mode. Have played until about episode 4-5 but didn’t get around to checking out the adventure pass.
