The blocked funds are held in South Korea and I am pretty sure the Biden administration or any administration would be forced by diplomatic necessity to permit their release eventually. Might as well get something out of it and try to move towards the kind of relations that allowed the nuclear deal which prevented them from getting nuclear weapons until Trump blew it up and failed to negotiate a new one.
