Best thing about these ultra specific rules is that there had to be someone who did it before the rule was in place.
I would assume people might do it with broken condoms to complain.

Specific rules are a response to specific events.
Just like the “Do not throw mice at coworkers” disclaimer on boxes for Dell computers way back when.
Elephants are not allowed to walk free in the streets of Chicago, and barbers are not allowed to consume a bottle of Jack Daniels before going to work. I assume a bottle of anything else is fine.
I feel like if there was a venn diagram, the circles for “Would send a condom back to the manufacturer in the mail” and “Would read the instructions on the box” wouldn’t touch at all.
All rules are written in blood.
Better to say some things once too often than the other way around though 😂
This suggests that this has happened often enough that they felt it necessary to specify this.
