It’s saying that RFK Jr.'s panel is restricting access to vaccines based on unverified reports from the public of injuries that they interpreted as being due to the vaccines. These reports are untrustworthy because they have not been confirmed to been due to the vaccines - in fact they haven’t been confirmed to have happened at all. But RFK Jr. does not seem to understand or want to understand the difference between a scientific study and random people’s anecdotes, or how to prove or disprove a causal connection scientifically rather than going on an irrational hunch. If he and other antivaxers understood this they would have abandoned their whole campaign long ago.
