Probably needs a rest day in between workout days, adequate sleep or a calorie surplus. If he’s up for it, he should get his nutrient levels checked. There’s also this problem where people on the internet set unrealistic expectations of how fast your gains should be.

Huh. I have a vegan son who eats a lot of soy. He work out alot but sometimes complains about slow gains.
