Remember, in A New Hope the stormtroopers on the Death Star are missing on purpose. They want to put up a token resistance to let the gang escape with the tracker onboard.
Also, misrepresenting the capabilities of indigenous people isn’t exactly unheard of in this universe or others.

I’m well aware that across most of the rest of the franchise Stormtroopers generally are bad shots.
However I argue that it is easy to view the entire original trilogy as Stormtroopers being competent. A New Hope is easy as you already pointed out that they were supposed to let them go. Plus the off screen extremely effective results against the Lars homestead and the Jawas which is both combat and effectively following the droids.
Empire Strikes Back they are extremely effective with invading the Hoth base. Luke is supposed to get to Vader so that part can be ignored. Then for the rest escaping Lando arranges a lot of surprise trouble for the troops as well as R2D2.
Then for the Ewoks I think almost everyone has it backwards. They all look at how tiny and low tech they are and draw conclusions from that. The more important thing to look at is their results. Not just the main battle but look before that.
- A scout (Wickket) is smart enough to make a reasonable level of basic communication with absolutely zero starting point with Leia.
- They successfully trap/ambush a Jedi and a Wookie and a droid with sensors. Ok yea required some stupidity on Chewies part but still incredibly impressive on the Ewoks part.
- They were literally planning to eat several of the heroes.
- The traps everywhere. They clearly didn’t make the big traps just in the day or two when the heroes showed up. That forest is an absolute death trap and miracle that the trap the heroes triggered didn’t kill them.
- Battle morale at large not breaking under attack from mechanized and ranged weapons.
- Immediate willingness to ride a speeder and a successful dismount in spite of zero clue how they work.
That is just what I can think of off the top of my head. I’m sure there is more. Honestly they are closer to facing an army of fantasy dwarfs than what people say they are like.
Everyone’s in here making excuses but really it’s just not great writing / continuity
As much as people seem to like sucking him off, George Lucas is a pretty terrible writer and director. Star Wars only became a hit due to his wife’s editing of the film; if it were left as Lucas’ original vision it would have been a fairly boring flop. I present as further evidence: The Phantom Menace. That movie objectively sucks.

In the Cinematic release, and I think the VHS release as well, the Tusken raiding party here is using Slugthrowers, a weapon primarily only used against Lightsaber wielders since it can’t be deflected like a blaster bolt.
When it was re-released for DVD it was changed to a Red Blaster bolt. Personally, I think it makes more sense for the Tusken people to use slugthrowers, since they have access to everything they need to make gunpowder on Tatooine (guano from caves, hydrocarbons from the black fruit sugar), but to attain blaster gas they need to trade with the Settlements, something they prefer against.
Wouldn’t just a light sabre incinerate a slug?

There was a sith, former apprentice of Vader in the good canon version that used a weapon that was like a cat o nine tails but it used both energy and normal metal components and jedi had a very hard time dealing with it, other than Luke, which the good canon had progress into a powerful Jedi that could even force project an image of himself without dying, but also valued his friendships and connections and didn’t briefly consider killing his own nephew and would have never fucking gone into hiding as a hermit instead of dealing with the problem he created.
Anyways, this devolved a bit into a fuck Disney rant, but the point was that someone using a weapon that combined lightsabre blades with metal blades was extremely effective against jedi just using lightsabres. Luke could only handle her because he was a beast with and without a lightsabre.
Not positive on the actual physics but in universe they can’t block the slugs, the metal just gets superheated and goes through the lightsaber
I’m sure they could raid some here and there. Considering Tattooine is Outer Rim and considered dangerous, I wouldn’t be surprised if the villages or homesteads they raid would contain some.
Of course, this would make the use here a bit weird but maybe they used the blasters for fast moving targets? I image they’d also attack smaller caravans of speeders or something, and for those a slugthrower might not be fast enough.
Not sure what the canon says, but it really seems like blaster bolts travel considerably more slowly than a high power rifle bullet, so I’d still pick the slug thrower.

Though there’s no canonical information about the speed of blaster bolts, they are very slow on screen. You can follow them with your naked eye.
You can’t however see or follow the slug thrower’s bullet that might even travel at super sonic speeds.
Leading a target is much easier the less time a projectile needs to reach it.However, sand people and stormtroopers train with different weapons on different targets for different situations. So it is very possible that sand people are generally better at shooting longer ranges with high speed projectiles, taking wind speed, gravitation, coriolis effect, etc into account while stormtroopers are superior (and more precise) in hectic, close quarters situations where you have to aim and shoot quickly.
That being said, nobody checked for continuity while making the prequels anyway. And Obi-Wan is famous for talking about things “from a certain perspective.”

Maybe its less about literal rifle accuracy and more about Stormtroopers having better knowledge of machinery and so damaged critical components to disable the sand trawler?
Though I think the top scene was more of Obi Wan knowing the Empire was finally catching up with him and trying to relay to Luke how dire the situation was.
