100% it was meant to finish the job. Probably not the killer(s?) first rodeo either. The administration (mainly Miller and whoever has their hand up his puppet ass) pressures DHS to get new recruits as fast as possible without bothering to do a background check. DHS (Noem and her puppet master Lewendowski) are dumb and evil enough (not to mention fucking drunk on unchecked power and greed) to give their blessing for whatever commands Miller screeches.
Surprise of the century, in the rush to get rich by hurting America, DHS “accidentally” ends up hiring professional murderers to carry out their campaign of making America “safe.”

Firearms training doesn’t teach you to do some sharpshooter type “Shoot the gun out of his hand” shit (Saying this as an example, it’s very clear Pretti was not carrying a weapon in hand.). You’re trained to shoot center mass and shoot until the threat stops. That said, it’s really hard for me to believe that he was somehow a threat after a bunch of dudes kicked the shit out of him, then still a threat after shooting him in the back 5 times. That was a murder. Straight up.
