The reason why student debt is basically unheard of in Denmark since college is free (although to make that happen, the Danish government poses high taxation towards citizens like they do in order to maintain stable social security nets like subsidised healthcare and public housing, also why they have less homelessness).
Mainly Danish, Swiss and European citizens are eligible to study without stressing over student debt upon graduation. It stems from this: Danish government is more on for the people while American government is more on caring about themselves plus nepotism on the side (MORE & HIGHER TAXES TOO ON TOP OF THAT).

Does everyone get it or free for those who test into the institutions. do others get like community college equivalent?
They require passing grades in relevant high school level subjects, like engineering might require you to pass mathematics, physics and English on a high level.
Some of the more sought after ones have thresholds for your average grade, but if you qualify you should always be able to get in somewhere.
Everyone.
As said, some studies can’t take everyone so if there’s a higher demand then the requirements to get in is higher (think GPA)
But you can apply to multiple schools
ok so there is enough capacity to take in everyone. is it a one time thing or can people mid career retool or refreshen. honestly univeristy should be based on merit and we should have varied enough programs that most everybody can find something that fits them.
You have a set amount of years you can study. So you can make some mistakes.
And if you don’t finish / fail you will have to pay some back.
