Untreated mental health and substance abuse conditions killed 28 people detained in Oklahoma jails last year with no consequences to those responsible for their care, an Oklahoma Watch investigation revealed.
Well to begin with, they probably have socialized medicine. Which means that people with mental health problems can walk into a clinic and get the help they need. For free. Without having to jump through any hoops to get it.

My point being that not every civilized country has the same views on Mental health, and what you’re describing probably only pertains to a small handful of countries, and probably mostly in Western Europe or Japan specifically.
