“Deaf” just means that you have such profound hearing loss that you can’t communicate verbally properly, most deaf people do register sound albeit very badly.
I, for instance, have about 75 dB hearing loss, I don’t hear people walking, and barely register high heels on tiles, I don’t hear cars driving either, but I do hear it when they sound the horn; to give an idea of my deafness.
But I do know what spoken languages sound like, and what rhyming means. And how weird English spelling is, compared to its pronunciation. (English is my second/third language after Dutch and DSL, if that matters)
That said, there are people who really can’t hear anything, I know someone who’s ossicles (bones inside the ear, vital for hearing) don’t make contact, he’s never heard anything. He’s aware certain words sound alike and (in Dutch) mostly when their spelt the same, but only because school / people around him told him that.

Most people who are medically deaf can still hear a bit. Also, deaf and hearing are proper nouns, no need to capitalise them for the NAD’s odd outbursts.

This works by replacing assets, config files or even by injecting binaries into pre-compiled games, as well.
Minecraft is in a pre-compiled language (Java), but so is Skyrim (C, C++) which is famously modded (although most mods are written in Papyrus which is an interpreted scripting language, the game itself wasn’t).
Most mods for Tekken (C++) also work this way; they simply replace assets and config files.

I don’t think I’ve seen games do that, not even to advertise other games from the same publisher/developer. But then, the only five games I’ve played with a launcher are three MMOs, Genshin, and Honkai Star Rail.
Sometimes updates require a game to be restarted. With a launcher it never needs to REstart, it will be started fresh afterwards anyway.
I’ve noticed Genshin Impact on Android (which doesn’t have a launcher) regularly needs to restart after updates, while the Windows version (which does have a launcher) never requires in-game updates nor restarts.
It’s also in general a good place to centralise account management (esp. if parts of the game would need to be reloaded if another account is logged in!)
Lastly, although this is more of a side-effect, but it gives a good place to shows recent news/posts of the company about their game to players, such as when there’ll be downtime, in a way that’s practically impossible for the players to miss.

The only software that could do that for me was Steam; saying when I played which games how long, and if it appeared to be on a Steam Deck or not. It did not nearly track all the Deck data, it seems if the Deck has no Internet connection for long enough it kind of just discards data it held and it never gets synced to Steam. For my desktop it was accurate, but only the game time stats it already let me know it tracks.
Since nothing else could “wrap” my annual data I think I’m going fine.
