I mean, any electronic system that maintains a clock has at least a anall part of the system powered up to do so.
And if you have that, adding a time to turn on the rest of the system isn’t much more complexity.
I would guess that few complex electronic devices do fully shut down everything. Unless you have a physical power switch that mechanically breaks the power supply circuit, something’s powered on, even if it’s just monitoring a capacitive power switch to turn on the rest of the system.
