Question in the title, any additional relevant information in the body

I think title would make the most sense

Sometimes the question is more complex, and not easily summarized as sentence with a question mark. Or one can have multiple questions on the same subject.

In such cases, imo it makes sense to put something like “regarding the recent XY thing” in the title.

I think that as long as the title is relevant, questions in the body are fine. Sometimes a topic is too complex for a simple title
