It actually checks against the hardcoded list of hashes of programs that have patches and/or quirks in compatibility mode so that it may tell you to enable compatibility mode (plus also sends a report to some ms server which will never answer in a useful manner).

The network diagnostic tool instead checks if there are any network devices disabled via device manager, and if wifi is on or not. It’s meant for people with dementia I am guessing.
