Like how much does either really know about their current constellation configuration? Those are operational level concerns, not CEO/Country Leader level conversations.
They would talk to coordinate who to talk to, but that would probably be the end. It can show respect when a CEO reaches out to another CEO to say hey we need to work together on this, who should my guy reach out to at your place. Maybe the occasional update.
